College Costs

Tuition at Oregon's public and private schools has stayed very close to the national average over the last decade. While in-state tuition costs between 2006 and 2011 rose by 30.8% and 42% at 2-year and 4-year public institutions, respectively, they rose by 27.5% and 43.3% in Oregon. Looking at a slightly more recent data set, between 2008 and 2013 tuition at Oregon's public 4-year schools rose 27%, putting the state above the national median for tuition increases. Reasons for that include the fact that Oregon has cut its state per-student spending by 43.3% in the last five years, putting it near the top of the list for education cuts and pushing schools to increase student tuition.

College Enrollment

Though enrollment in Oregon's public colleges and universities increased by 34.4% between 2000 and 2010, compared to a national increase of 28.8%, that enrollment trend has reversed in recent years. Data published in 2012 showed that only 59% of Oregon high school graduates attend college; in 2014, analysis of enrollment data showed that Oregon's major universities enrolled 2% fewer students than the previous year. Reasons for the drop off in enrollment include slashed state funding for education and slightly better employment numbers, which means some people are finding jobs rather than going back to school.

    • Oregon College Savings Plan: The state's 529 plan includes several investment options that allow students and families to save early for college. Contributions to the fund are income-tax free and can be used at a range of schools across the country.
    • Oregon Pay it Forward: While not yet in practice, the Oregon legislature is considering a college payment plan that would allow students to shift tuition payments to the future. Instead of paying for tuition up front, students would commit to contributing part of their future income to their postsecondary institution, essentially shifting all payments to a post-graduation loan.

    • College Goal Oregon: This nonprofit is part of a national organization that helps students and families through the financial aid application process for college. By way of free events, the organization advises and guides students so that they are better able to afford higher education.
    • Oregon Student Access Commission: This state-run organization connects students, especially those from lower socioeconomic brackets, to college preparatory resources. They provide information on financial aid, seminars and workshops, test preparation, career planning, and state college events.
