College Costs

For the 2011-2012 school year, state financial support for higher education decreased 7.1%. During that same year, in order to compensate for the state budget cut, tuition costs in New York increased 7.3% at a public, four-year college or university. With less state funding during the recent economic downturn, it was necessary for certain schools to raise the cost of attendance in order to ensure they remained open for business.

College Enrollment

Despite the change in tuition prices seen in the state for the last decade, enrollment in a public, four-year institution had an overall increase of 11.2% between 2005 and 2010. However, according to CollegeBoard's Trends, there was a miniscule decrease of 0.1% in enrollment at four-year public schools. Two-year public schools, on the other hand, experienced a 3.7% increase in students. This could be attributed to the fact that more and more students are seeking community colleges and trade schools as the step between high school and a full-time university.

    • New York State Direct Savings Plan: This 529 plan is managed by UPromise Investments, Inc, and the program is available to any investor. Earnings are tax free, and investors can take a tax deduction on their New York State tax return.
    • New York State Advisor Guided College Savings Plan: The 529 plan investment manager is JPMorgan Distribution Services, Inc, and the program is managed by UPromise Investments, Inc. Anyone can invest, and tax deductions may be taken by investors on their New York state tax return.
