College Costs

The average increase in the cost of higher education in Illinois was 27% over the past 5 years. Except for a recent bill intended to reduce the cost of textbooks by making them downloadable, open-source documents, little is being done to reduce the cost for Illinois citizens desiring a college degree. The focus is to keep future cost increases in line with increases elsewhere.

College Enrollment

College enrollment in Illinois has grown at one third the national average for each of the last 10 years, and it appears it is a trend that is here to stay. A recent report issued by the credit rating agency Moody's indicates that a downward enrollment trend is occurring not only in Illinois, but across the Midwest, as high school graduation rates drop. Of course, fewer high school graduates means fewer college freshmen. The census bureau reports that the state's population grew at less than one half of one percent in the last two years, leaving behind an aging population

The traditional 529 allows participants to save money on a tax-deferred basis to help offset future college expenses.
    • Bright Start: This 529 savings plan is administered by the Illinois State Treasurer in partnership with Oppenheimer Funds. Accounts are started with investments of as little as $25. There a variety of programs and options available based on individual needs and goals.
    • Bright Directions: This independent 529 college savings plan allows contributions of up to $10,000 per Illinois taxpayer, and $20,000 for those filing joint returns. Funds from other 529 plans may be rolled into Bright Directions.
  3. Education Nonprofits
