College Costs

Tuition for California residents in public institutions has risen 21%, and for community college students, tuition has risen 37% in the same time frame. It is likely that part of the reason for the increase is due to inflation, but over the past five years, according to a Grapevine report, state support for higher education in California has dropped 8.1% as the state’s government has dealt with staggering budget shortfalls and worked to overcome the recent recession. The College Board notes that in 2008-2009, the state of California appropriated less than $6 per $1,000 in personal income to fund higher education,

College Enrollment

According to the College Board, the public higher education sector in California saw an increase of 295,877 students enrolling in college from 2000 to 2010. This is a 15.3% increase, which is by no means the largest increase in the time frame, according to the College Board’s Trends in Tuition, Fees, Enrollment and State Appropriations for Higher Education by State. That increase, however, did not apply to community colleges in the state. In 2013, the LA Times reported that community colleges have seen a 20% decline in enrollment, between 2007-2012, and that total enrollment dropped by more than 500,000.

    • ScholarShare College Savings Plan: This 529 plan is sponsored by the State of California and managed by TIAA-CREF. The plan launched in 1999 and is administered by a 7-member Scholarshare Investment Board.
  3. Education Nonprofits

    • Pullias Center for Higher Education: The Pullias Center for Higher Education is a policy making organization at the University of Southern California. The center provides financial aid and college access for low- to moderate-income students of color.
    • Western Interstate Commission for Higher Education: The Western Interstate Commission for Higher Education or WICHE, helps higher education systems in the west share resources. The organization also implements funding programs designed to help colleges and universities in its membership area to help their students. California has been part of WICHE since 1955.
    • Community College League of California: The Community College League of California is a nonprofit corporation that includes the 72 community college districts within the state. This is an advocacy group for the community colleges in the state.
