College Costs

Over a five year period (between 2007 and 2012), the cost of attending a four-year higher education institution rose from $2,207 to $2,700 for in-state resident tuition. This is a 22.3% increase, and according to published reports from local news media, West Virginia’s tuition increases are likely due to decreasing amounts of state funding for higher education. In May 2014, the Charleston Gazette reported that West Virginia is continuing to cut higher education funding from the state. A report from the Center for Budget and Policy Priorities noted that states are still applying appropriation levels not seen since before the recent recession. Between 2008 and 2014, West Virginia cut higher education funding by more than 25% per student enrolled full-time; that amounts to a decline of $1,859 per student, while tuition has increased by $1,300 per student, the report notes.

College Enrollment

A 2012 report by the College Board noted that between 2000 and 2010, enrollment in the state’s public degree-granting institutions rose 26.2%, but recent news isn’t that positive. A 2013 article from The Charleston Gazette reported that enrollment in public 2-year and 4-year institutions was mostly declining: three percent from spring 2012 to fall 2013; at the same time, the newspaper article notes that more students are turning to the state’s private institutions of higher education.

    • Smart529 WVDirect: The Smart529 WVDirect plan is a direct-sold plan open to West Virginia residents or beneficiaries from West Virginia. There are two types of investment options: age-based portfolios and static portfolios; and two individual funds: the Smart529 Stable Value Fund and the Smart529 500 Index Fund.
    • Smart529 Select: Portfolios in this plan are created and managed by Dimensional Fund Advisors. There are age-based portfolio options as well as static portfolios. This plan is administered by the Hartford Life Insurance Company and offered by the West Virginia College Prepaid Tuition and Savings Program Board of Trustees.
    • The Hartford Smart529: The Hartford Smart529 is available nationally and offered by the West Virginia College Prepaid Tuition and Savings Program Board of Trustees. There are 15 age-based portfolios, 16 static portfolios and 15 individual fund options to choose from. Account holders are not subject to contribution limits until the account funds reach $265,000.

    • College Foundation of West Virginia: This organization helps non-traditional students finish their degree programs. They do so by creating seamless transition programs for students moving into college programs and offering career planning help.
    • West Virginia University Foundation: The West Virginia University Foundation offers need-based scholarships for WVU students. It also supports programs at WVU.
    • Southern Regional Education Board: This organization provides policy information and analysis of state progress in the education field. The SREB also creates school improvement programs and resource sharing for member schools.
