College Costs

Many newspapers in Washington have less than positive headlines when it comes to the state's college and university tuition in 2014. For example, the Spokesman Review noted that Washington is in the top third of the country’s higher education institutions, but in the bottom third when it comes to state appropriations. In fact, a 2012 College Board report notes that the state’s appropriations for higher education fell 16.5% between 2007 and 2012. To make up for the double digit tuition increases authorized during the recession, the state legislature has frozen tuition at the state’s public universities for the next two academic years, according to the Spokesman Review.

College Enrollment

Between 2000 and 2010, enrollment in Washington state’s higher education institution increased 20.8%, despite the double-digit tuition increases. One reason for this increase might be that more secondary schools have partnerships with the state’s public universities for dual enrollment programs ― programs that allow high school students to take college-level courses and earn college credit as well.

    • Guaranteed Education Tuition: This is a prepaid tuition plan. There is a limited enrollment period with an enrollment fee, and once the account is set up, account holders can purchase units that correspond to college tuition, room and board and fees for resident students at Washington’s public universities. One hundred units covers 1 year of study.
    • Washington Opportunity Pathways: This program is run by the Washington Student Achievement Council. Students can obtain financial aid in the form of scholarships and need-based grants through this program.

    • Seattle Education Access: Seattle Education Access helps young students overcome poverty and advocates for access to higher education. The organization also works with nontraditional students.
    • College Access Now: College Access Now, or CAN, was created to help economically disadvantaged students enroll in an institution of higher education. This organization identifies barriers to college education and helps individuals obtain financial aid and enroll in higher education programs.
    • Western Interstate Commission on Higher Education: Washington joined the Western Interstate Commission on Higher Education in 1955. Since then, WICHE has helped students in Washington overcome barriers to attending college.
