College Costs

The recent recession caused many entities, state governments included, to tighten their coffers, specifically allocations to higher education, one of the root causes of tuition hikes over the past decade. According to a 2012 report by the College Board, tuition at the state’s public 4-year colleges and universities increased by 67.3% between 2007 and 2012.

In 2012, Virginia’s General Assembly added $150 million to the support higher education for education and general fund costs. $65 million in 2012-2013 and $83 million in fiscal year 2014. And because of this additional funding, the State Council of Higher Education for Virginia noted that tuition and fees increased by the lowest amount in the past decade: just 4.1%.

College Enrollment

There are 119 institutions of higher education in Virginia. Between 2000 and 2010, those schools saw an increase in enrollment by 95,224 individuals, an increase of 30.3% over the decade, according to the College Board’s 2012 report. Interestingly, the fourth chapter of a report from Virginia’s Joint Legislative Audit and Review Commission noted that, while Virginia’s public schools educated a smaller portion of higher education students, overall, those students graduated faster than in other states, which helps to lower the cost of their degrees.

    • Virginia529 inVEST: This is Virginia’s direct-sold portfolio of stocks and bonds for individuals who wish to save money for higher education.There are two portfolio types: age based and non-evolving portfolios.
    • Virginia529 prePAID: This plan is for Virginia children from newborn to ninth grades; this plan allows account owners to pre-pay tuition and fees on two pricing tiers. There are limited enrollment periods for the Virginia529 prePAID plan.

    • The Virginia Network for Women in Higher Education: This is the Virginia chapter of the American Council on Education Women’s Network. The organization’s goals are to promote women’s leadership in higher education and create an educational climate in which women can participate with men equally.
    • Virginia Latino Higher Education Network: A network of Latino and non-Latino faculty and administrators in public and private colleges, to mentor Latino students. The group works with community partners for outreach on Latino issues and barriers to higher education.
