College Costs

Students in South Carolina face some of the country's highest college tuition rates for public colleges and universities, thanks in part to slashed state funding for higher education causing schools to raise their prices. Between 2006 and 2011, in-state costs at 4-year public universities rose 30.2%, while costs at 2-year public schools rose 19.4%. While those are below the national averages, the state already has several of the country's most expensive public schools, so steady tuition increases are making life difficult for some students. In response to this, the state senate recently threatened schools with a construction halt unless they kept their tuition increases in line with or below specified amounts.

College Enrollment

While enrollment at South Carolina's public 2-year colleges has spiked since 2000, 4-year universities have seen a decline in enrollment. Between 2005 and 2010, enrollment at 2-years has increased by 29.2%, compared to 16.7% nationally; meanwhile, 4-year enrollment increased by 7.7%, compared to 15.9% nationally. Part of the reason for this is drastic state budget cuts, leaving schools to make difficult choices about program cuts or increased tuition, which, in turn, pushes students toward 2-year schools.

    • Future Scholar: South Carolina's 529 plan allows students and families to put away money early in order to pay for college down the road. The state's plan includes tax benefits and age-based and customized investment choices.
    • South Carolina Higher Education Tuition Grants Commission: This organization works with the State General Assembly to provide tuition assistance to South Carolina's students. Need-based scholarships go to students hoping to attend one of the organization's in-state member colleges.

    • South Carolina Higher Education Foundation: This nonprofit seeks to increase student participation in higher education and improve the quality of that education in the state. One of its major goals is raising awareness of the importance of higher education. To that end, the Foundation hosts events and workshops for students. They also work directly with schools and the state higher education agency.
    • Achieving the Dream: Community College Count: This national organization has a chapter specific to South Carolina, partnering with South Carolina Technical Colleges and their students. It helps low income, minority, and first generation students attend and and complete their education at community college.
    • College Summit South Carolina: Another national organization with a state chapter, College Summit works with schools to implement curricula that prepares young people for college work. They also host events for students to help them learn about higher education and access resources.
