College Costs

Tuition costs in Pennsylvania rose 33.5% between 2006 and 2012. The one year increase for 2011 to 2012 was 6.6%. State aid to Pennsylvania colleges was down 15.2% over the period 2006 to 2012. This is a recurring pattern, as most states have had significant increases in tuition over the last 6 or 8 years, with financial support for colleges and universities down over the same period. Such a dip is largely due to the budget deficits state's are facing nationwide. This leaves schools in the position of having to raise tuition costs to cover their finances.

College Enrollment

Enrollment at Pennsylvania colleges over the ten year period 2000 to 2009 rose by 17.4%. In 2010, enrollment was barely up, by a slim 1.3%. As a trend, this is consistent with national figures. While enrollment has remained positive, it is barely so. With financial aid requirements tightened, tuition up, and concerns about student loan debt levels, it is not surprising that rates of enrollment have slowed.

    • PA529 GSP: A 529 plan that ‘guarantees’ contribution earnings based on tuition increases, rather than market changes. The intent is that the amount accumulated in the account is sufficient to pay for tuition at the state school chosen by the student. The current maximum contribution is $452,210 per student.
    • PA529: A standard 529 plan, investments can be made in any of 13 plans managed by the Vanguard Group. Contributions may be deducted from income on PA state tax returns, up to $14,000 per student per year ($28,000 for married filing joint returns.) Funds may be used to pay for college anywhere in the country, and the program offers discounts to more than 300 colleges nationwide.
