College Costs

College costs in Minnesota have risen steadily over the last few years, but at a lower rate than much of the rest of the country. For instance, while the average cost of a four-year public school in the U.S. rose 42% between 2006 and 2011, tuition costs for the same type of school in Minnesota only rose by 32.6%. Students attending public 2-year schools had it even better, since Minnesota was one of only nine states with a less than 4% tuition increase per year over the same time period. The University of Minnesota, the state's biggest school, saw a 65% increase in its tuition from 2002-2012. Some of the reasons given for that significant increase are expanded spending on non-classroom-related costs over the last decade, as well as the University's decision to hire numerous additional faculty and staff members.

College Enrollment

Enrollment at public universities in Minnesota in the recent past has been fairly consistent with national averages: between 2005 and 2010, enrollment across the U.S. increased by 16.3%, while Minnesota's enrollment increased by 14.7%. Both the state and country saw a 2.2% enrollment increase between 2009 and 2010. However, recent years suggest a dip in Minnesota's enrollment rates. While an upward enrollment trend carried into 2011, enrollment rates dropped in 2012 and 2013, leaving the state with enrollment at approximately its 2008 level.

    • Minnesota College Savings Plan: The state 529 plan allows students and families to invest in college years before the money is needed. This plan includes tax benefits and is administered by the Minnesota Office of Higher Education.
