College Costs

While Louisiana state has some of the lowest average tuition costs in the country for public two-year and four-year universities, it had the largest tuition increase of any state during the 2013-2014 school year with regards to a state's flagship universities. Louisiana State and the University of Louisiana saw a 10% increase in costs from the previous year. Part of that may be due to deep cuts to the state's spending on higher education: between 2008 and 2013, Louisiana reduced its per-student spending by a whopping 42%, forcing colleges and universities to make up costs through tuition, instead.

College Enrollment

Over the past decade (from 2001 to 2011), Louisiana had the lowest enrollment growth rate in the country for all institutions of higher education, at just 11%. However, in more recent years, Louisiana's enrollment numbers have increased steadily. In the 2010 school year, enrollment at public institutions increased by 4.3%, above the national average of 2.2%. As mentioned above, the still middling numbers for enrollment in the state can be attributed in part to a decrease in state funding for schools, as the state's universities were forced to layoff 210 staff members and furlough another 727 in recent years.

    • Louisiana Student Tuition Assistance and Revenue Trust: The START program is a type of 529 college savings program specific to Louisiana; and like all 529 plans it is regulated by the IRS and provides tax benefits. Students meeting Louisiana residency requirements may enroll in this college savings plan in order to save money for tuition, books, fees, and college housing.
    • Louisiana Office of Student Financial Assistance: This state organization oversees several student assistance programs, including START. It also connects students to merit-based scholarships.

    • Stand for Louisiana: Members of this nonprofit work to improve educational access for students across the state, beginning in pre-kindergarten and continuing on up to college and university. They have several local offices throughout the state.
    • Louisiana Grant Watch: This organization brings together nonprofits, both educational and non, that are offering grants for students and student organizations. It can support low income students looking for a way to pay for college.
    • Institute for College Access & Success: This nonprofit is dedicated to helping students "from all backgrounds" find and attend an institution of higher education. While they work nationally, the institute has conducted extensive work with Louisiana residents and schools.
