College Costs

For the past decade, Kentucky has consistently ranked within the top third of U.S. states in terms of average tuition rates for both public or private colleges or universities. In the fall of 2014, the cost of Kentucky's public universities is expected to top $10,000 per year for residents. Fortunately, tuition rates aren't rising quite as fast in Kentucky as they are in other states. Over the past few years, the national tuition rate has jumped 30%, but in Kentucky sticker prices rose only 23%.

College Enrollment

Despite tuition hikes, college enrollment rates in Kentucky are rising at a remarkable clip. With 51% more students enrolling in Kentucky's college and universities today than ten years ago, the state boasts the third highest jump in enrollment rates across the nation. This surge in Kentucky enrollments represents increased numbers across the board — from two-year community colleges all the way up to graduate level programs. The state has instituted a number of reforms and programs over the past decade aimed at improving college readiness and interest among Kentucky's high school students, and these programs appear to be paying substantial dividends.

    • Kentucky Affordable Prepaid Tuition: This program allows state residents to pre-pay college tuition for a designated student at any college in the state, including community and technical colleges and public and private four-year universities. The packages come at three levels: Value, Standard and Premium. Each prepaid plan offers state and federally tax exempt earnings on funds invested.
    • Kentucky Education Savings Plan Trust: This is Kentucky's official 529 college saving plan, which is administered by the Kentucky Higher Education Assistance Authority with TIAA-CREF serving as the plan manager. Contributions grow on a tax free basis so long as the proceeds are used to pay for college tuition and expenses.

    • Kentucky Higher Education Assistance Association: The purpose of KHEAA is to improve student access to higher education. Since its inception in 1966 the association has provided financial aid and other resources to enable state residents to further their education.
    • KnowHow2GoKy: Started through the Kentucky's Council on Postsecondary Education, this program works to encourage more of the state's population to enroll in college. Programming is primarily targeted at middle and high school aged students and their parents.
